Lisa Kinney was a Senator in the Wyoming State Legislature. She was also an attorney, and director of the Albany County Library. After graduating with a B.A. in Spanish from the University of Wyoming in 1973, she received a master's of library science from the University of Oregon and became director of the Albany County (Wyoming) Library in 1977.
